What is the Canada Disability Benefit?

A New Federal Program

The Federal Government announced the Canada Disability benefit to provide funding to working age Canadians.

To Address Disability Related Poverty

More than 1 million Canadians with disabilities live in poverty. The Disability Benefit Act is new legislation meant to reduce poverty among persons with disabilities, similar to the Guaranteed Income Supplement and the Canada Child Benefit programs.

For All Working Age Canadians

Many disabled Canadians do not qualify for Canada Pension Plan disability benefits or long term disability through a private or employer sponsored group plan. The Canada Disability Benefit will fill that gap.

Still In Development

The legislation was introduced in 2022 and became law on June 22, 2023. No benefits are payable yet, however. The government must still add Regulations to the legislation, hopefully in 2024.

When the Federal Government announced it would be introducing new legislation to provide working age Canadians living with the opportunity to receive a new disability benefit, I was cautiously excited. Cautious because governments tend to make big announcements without following through. Excited because this could have an enormous positive impact on the lives of thousands of Canadians who are struggling financially due to disability.

Bill C-22: The Birth of the Canada Disability Benefit

The Canada Disability Benefit is on its way to becoming law. This new Federal legislation started with Bill C-22, officially called “An Act to reduce poverty and to support the financial security of persons with disabilities by establishing the Canada disability benefit and making a consequential amendment to the Income Tax Act”
